Why Online Casinos Ask for ID in Canada

Online casinos in Canada ask for ID because the rules require it. In Ontario, a casino must check your name, date of birth and address before your account is created, confirm you are 19 or older and in Ontario, and pay withdrawals only to an account in your name. Canada’s anti-money-laundering rules add identity checks for payouts of $10,000 or more. The fastest way to avoid a delayed withdrawal is to upload your ID and bank document right after you sign up.

What casinos check, and why

What they check Why Rule

Your identity for payouts of $10,000 or more Casino disbursements of $10,000 or more must be verified and reported FINTRAC

These standards come from the AGCO, which regulates online casinos in Ontario. FINTRAC is Canada’s financial intelligence agency, and its rules apply to casinos, including ones that operate online.

What documents you will be asked for

Casinos set their own checklists, but most ask for two things.

  1. Government-issued photo ID. Under FINTRAC rules, the document must be authentic, valid and current, and the name and photo must match you. An expired ID will not be accepted.

  2. Proof of your bank account. At OLG, for example, this is a bank statement, a void cheque or a cleared cheque that:

    • is in your name;
    • shows your name, address and banking information;
    • is dated within the past two months, with the date visible.

You also enter your institution number (3 digits), transit number (5 digits) and account number. Until OLG verifies the account, you cannot withdraw.

FINTRAC also allows identity checks without a photo ID, for example against your Canadian credit file, or by confirming your details from two separate reliable sources. Which methods a casino uses is up to the casino.

How the selfie check works

You do not have to show your ID in person. FINTRAC allows a casino to verify photo ID remotely if it authenticates the document, for example with technology that checks the ID’s security features, or by comparing a live selfie or video with the ID photo using facial recognition. A video call where someone just looks at you and your ID is not enough on its own.

OLG’s version of this is called Express Verification: you upload a photo of your government ID and then take a selfie.

Big wins: the $10,000 rule

FINTRAC sets extra rules for large payouts:

  • A casino must verify the identity of every person who receives a casino disbursement of $10,000 or more.
  • It must report a disbursement of $10,000 or more to FINTRAC within 15 calendar days. A payment on a bet, including a slot jackpot, counts as a disbursement.
  • Two or more disbursements that add up to $10,000 or more within 24 consecutive hours count too, if the casino knows they go to the same person.

The report is the casino’s legal duty, and it is triggered by the size of the payout. OLG’s own rules for its online casino add extra verification for winnings of $10,000 or more to confirm the player is eligible to receive them. If you expect a large payout, make sure your ID and bank document are up to date before you withdraw.

Location checks and VPNs

Ontario casinos may offer games only within Ontario. They must detect where you are when you try to play, keep checking at regular intervals, and detect software and tools that could get around location detection. That is why a VPN or similar tool can get your session blocked. Turn them off before you play at a regulated Ontario site.

How to avoid verification delays

  • Verify right after signing up, not when you want to withdraw.
  • Use a current bank document. At OLG it must be dated within the last two months.
  • Match your details exactly. Register with the name and address that appear on your ID and bank account.
  • Withdraw only to your own account. A partner’s or friend’s account will be refused.
  • Answer document requests quickly and keep a copy of what you sent.

FAQ

Why does the casino need my ID before I can withdraw?

In Ontario, a casino may pay out only after it has checked that the request comes from the account holder and that the money goes to an account the player legally holds. It must also collect the information that Canada's anti-money-laundering law requires.

What documents will I be asked for?

Usually government-issued photo ID and proof of the bank account you will be paid into. At OLG, for example, that is a bank statement, void cheque or cleared cheque dated within the last two months, showing your name, address and banking details.

Is a selfie check allowed?

Yes. FINTRAC allows remote verification of photo ID when the business uses a process to authenticate the document, for example comparing a live selfie or video against the ID photo with facial recognition.

What happens if I win $10,000 or more?

FINTRAC requires casinos to verify the identity of anyone who receives a disbursement of $10,000 or more, and to report such disbursements to FINTRAC. Several payouts to the same person within 24 hours that add up to $10,000 count too.

Can I play from outside Ontario with a VPN?

No. Ontario casinos may offer games only within Ontario, must keep checking where you are, and must detect software that could get around location checks.
